Not surprised at all - they should be part of the sign up process.
In fact, if Monzo haven’t I would encourage them to upload copies on their website and make them easily available.
The full document is available in app to all and I believe the short version is available if you have the option to sign up for it (which I don’t do, so I can’t check)
Not sure why you’d need it on the website when it’s in app
