Have you had a previous account with Monzo in either the UK or US or ever applied?
I have previously when living in UK but I closed it.
Your UK account may have never been fully deleted and there could be underlying UK data that hasn’t been unlinked from you that has caused you to be rejected. Would reach out Monzo support to make sure they’ve fully deleted your UK data as that can sometimes cause issues and you may be able to get in then. It’s a known issue

You could try email review@monzo.com and ask them if they can take a human look, explain you were with the UK bank and now live in Ireland, and wish to open an account there.
