I believe it’s possible for this feature to be implemented but as others have said it would leave a state where both are out of sync. In theory once updated in app, next time you use the card at a chip and pin machine it would update ready for next use.

This may cause confusion and a poor UX if you’ve forgotten it’s been changed. In theory you could end up blocking your card.

Ever used Revolut? They let you change the PIN from the app, but the experience is horrible. You change the PIN in the app, then you got to a EMV machine. If it’s online then the new PIN fails the first time you use it. If it’s offline then the new PIN will always fail. Yup, it’s not a great experience at all. Especially when traveling to places such as Japan where nothing seems to update the PIN stored on the card (ATMs will use the PIN from the network but won’t update the card, payment terminals use the PIN stored on the card and never check with the network).

How to order new PIN

All of the above. The card has to know to work quickly (payment terminals for example) and offline, the bank has to know for ATMs and if a card has locked itself due to too many incorrect PIN attempts. When the two get out of sync, huge trouble occurs. This is why ATMs should be used to change PINs, they can update both places at the same time.
