Post office charge participating banks for each cash withdrawal they process (as they do for paying money into an account too).
The reason I suspect Monzo don’t participate in the cash withdrawal with post office is because by default post offices treat every card payment as a cash withdrawal (not a standard card payment) as it earns the post office additional money.
