Unable to add card to Apple Pay after downgrade

Downgraded from iOS 16 to iOS 15. Nothing restored - clean phone.
Unable to add Monzo card to wallet? Flex card added without any issues…

I believe there’s an issue with Mastercard at the moment which is being looked into. No date to give when this will be resolved at the moment
