I guess we have to assume it is.
I assumed the opposite, due to decisions previously made by Starling. It does indeed look like a lack of clarity, but history suggests if it’s not mentioned then it isn’t covered; that is, beside being stolen or lost any replacement will be charged.
I’d love to be proven wrong, though I still disagree with the addition of charges beyond traditional banks as there’s no consumer benefit to this and the big banks will likely take the opportunity to copy these.

Got mine when they first came out during lockdown.
Was useful then, but unused since.
Would not pay for the feature, I don’t think.
I ordered one in the app today and it didn’t mention a charge… so I think they will find that difficult to do.
Edit: And their help pages still says it’s free as well.

I just found this in the app. Looks like paid-for services are part of Starling’s route to profitability.
I don’t think all of these changes sound bad at all. I wish I had ordered a connected card before now just for the sake of it. Additional GBP accounts will probably prove very useful for some people who like to keep things seperate.
Doesn’t even feel bait and switchy as they’re letting those who had them free before keep them for free in their current state.
If they added the ability to pay direct debits/cra’s/standing orders from it would you pay the fee?
I dont think i would so if monzo are reading this dont think about making bills pots a paid for feature if you ever get around to allowing CRA’s 
I presume you mean CPAs (continuous payment authorities) rather than CRAs?
I’d prefer to pay £2/month for that style of budgetary assistance than I would £5/month for Monzo’s version (Plus).
Monzo also highlight vulnerable customers and that they want to help those rather than burden them with fees they can’t afford, which is an aspect Starling never seem to touch upon in any of their marketing
Which is strange since all the talk when connected card came out is they were introduced to help those left vulnerable by corona so they could still get their shopping

Definitely not.
I have a separate legacy account that could provide that function at no extra cost.

one other thing to note from that mail… euro accounts with over €50,000 will have a -0.5% interest rate which is… weird
I guess the fee for the extra account is a slight disincentive to open a second account just to CASS away for another bank’s bonus.
I would pay £2 though, if I could then CASS for a £100
