I think it’s just not up yet, I don’t think it’s been taken down for review.
Usually they never get checked first, it’s only when they get flagged it becomes hidden.
If you look at the removed section on petitions you’ll see some crazy ones that actually managed to get thousands of signatures before it was taken down

That petition is never going to eligible, because of the first condition:
Petitions must be about something that the Government or the House of Commons is responsible for.
Wut? Just mark as junk if there’s no unsubscribe link or way to contact them on their website.
