I have received a payment from girlfriend’s Monzo account. I am trying pay them in return from my Monzo account. However I am unable to. Both accounts exist and are located in the UK.

Have you both got ‘Phone number’ enabled in Settings → Privacy and security → Profile privacy ?
EDIT: Ignore that 
as you can already ‘find’ her. She’s blocked you and will need to unblock you on her contact details display (at the bottom):
