Edit: Yup, EEA and FATF. The handpicked ones are probably ones which doesn’t see a lot of money laundering etc.

This is a mixture of countries which are both in the EEA (European Economic Area) and a part of FATF (Financial Action Task Force on Money Laundering), and some other countries which have been hand-picked. This list of countries should cover over 99% of the topups we currently see on prepaid, so very few people should be affected.
