Agree that in general these days restarting or reinstalling are/should not be needed. But if you have an issue doing so would seem sensible if it can resolve the issue.
Personally I did have performance issues a few months ago but recently (Currently run iOS 13 with XS) all has been good for me - although I do install a new version every week at the moment as I am on TestFlight.
