Perhaps I ought to have used this thread, but I’ve had a think about some of the issues raised here. One of the reasons I really like the new design is that it provides the framework for dealing with thorny issues like this. Here’s one take on how it might work:

I’ve long thought that Summary and Committed Pots are two sides of the same problem - they are trying to separate out spend you know that isn’t discretionary for that which is.
