Remove or Move Borrowing on the Card Page

A new look for the Account tab

To be fair, the “lending promotions” toggle is in the “NOTIFICATIONS” (sic) header. It doesn’t technically have to remove messages elsewhere. I would like it to, as it’s using up space.

The toggle should be a general “don’t surface lending anywhere unless I’ve already got some ongoing” and not under “NOTIFICATIONS” and do what’s being asked for here.
