A holiday is not essential travel?
Nobody is saying it is. There’s a distinction, though, between advice and instruction.
The government isn’t instructing anyone not to travel to Spain. To paraphrase the quotes provided by @j06 above, “Travel to Spain if you want, but on your own head be it.”
There will doubtless be people who will go on holiday (there were some on TV the other night), and I think it’s utter madness, if only from the insurance angle. Those people are, in my view, irresponsible, and are putting us all at risk. But for all that, they are not breaking any law.
Whether it is right or wrong, someone has come to ask for advice and they can’t time travel to change what they’ve done.
