No they can’t, as if you don’t have those things that they require (photo ID)* then they don’t want to know. Everything goes through the automated system they have with no exceptions. Though in his case, he technically has one of the forms of photo ID but it was a big hassle to get it. So maybe Monzo weren’t willing to be as flexible.
