Nope. Needs to be photo ID.
Your best bet is to use your birth certificate to get a provincial licence, unfortunately that isn’t free but it will be accepted as photo ID for Monzo and I would imagine other banks and building societies as well.
Aside from that a passport would probably be an all round better bet, but once again that also comes with a cost attached but it’s universally accepted.

What Leon is saying is that you need acceptable photo ID and a Provisional Driving licence would likely be the easiest route for you to get some Apply for your first provisional driving licence - GOV.UK
Once you have this it should then allow you to apply for a Monzo account
Unfortunately not however I was giving you alternative options as it’s the only way you’ll be able to open a Monzo account I’m afraid.
Hmmmm I’ve just thought something else, have you thought of applying for a basic back account with a high street bank? With a basic bank account (hopefully) their application criteria is much less strict as is what they’ll need to see (ID wise) to open an account. I hope that helps.
If you’re in NI, you can get an electoral card. Not sure if the England equivalent has a photo. Both are free.
i have a elctral voters photo id certificate but it’s not letting me use it on the app to open a account
