Monzo prepaid card outside the UK

I know that opening a bank account for people outside the UK is difficult, but I got a British prepaid card from this website https://loot.io/
to saudi arabia !!

Suggested to allow anyone in the world to experience Monzo through the option of prepaid card , I am sure many have the enthusiasm to experience Monzo,

for uk = current account

Why would you want a prepaid card that is not in your home currency?

Iā€™m confused (it happens often) but it says you need to have a UK address and you activate it once in the UK, it is not designed for people permanently resident outside the UK.

Monzo dumped their prepaid card scheme as it was costly, so why would they resurrect it for customers outside the UK, who would probably not top up by faster payment but by the costly card top up method. It just does not make sound business sence
