If I get an account with a South African tax number can I later change it to the UK tax number?
Yes, you can add and remove tax residences from within the app.

I don’t think you need to give them your NINO. But, yes, you can set your tax residence at any time in the accounts page. (somewhere pretty far down the page.)

You don’t unless you are tax resident in another country, in which case, (I think) Monzo will have to obtain the customer’s Taxpayer Identification Number (issued by their country of origin). This is then passed on to HMRC, who in turn pass it on to the tax authorities in the customer’s country of origin.
