Can't open an instant access savings pot

Hey, I’ve had a Monzo plus account now for a couple of years & I’ve had an easy access savings pot for longer than that. I realised that the interest on my old pot was something awful like 0.2% interesting, so I closed it with the intention of opening one with 4.6%. however whenever i try to I am met with this screen…

Also I can’t upgrade my plus account to a premium one & wonder if the issues a linked?

Does anyone have any suggestions? Or should I cancel Monzo plus? Have tried the chat bots, but it was beyond useless!

Delete app. Restart phone. Reinstall app after restart.

The restart is important.
