AFAIK there is no such system. That said, the amount of offline payments going through is constantly decreasing. Most terminals now have the ability to go online. @jzw95 you raise a good point about offline presentments. They can indeed take a card overdrawn and then the issuer needs to reclaim the money from the user. It’s not a good system in many ways
