One issue I’ve found with the blog is that it’s not easy to navigate if you’re looking for something in the past. Ideally it would be nice to have a filter or search function.

I’d be surprised if the blog was a separate product. Expect it’s just part of the CMS for the whole site, although it does have seamless integration with the forum, so maybe part of Discourse?
I would hazard a guess at a heavily modified version of Wordpress.
@bea once mentioned pushing blog posts to GitHub (during her Q&A), so it’s probably a static site. My guess would be that it’s generated using Jekyll.

Yup! Our main site is static 
I don’t know if it uses Jekyll, I’d imagine so but I’ll check
