With a joint account, both parties should come under the same cover and not expected to pay for the family cover. Right?

No, the paid account plans are for the individual who purchased them only. You can use some of those features with your Joint Account, but the services privided through 3rd parties (like the breakdown cover and insurances) are only for the person who signed up. Even if they have a Joint account.
You will need to pay for the Max Family addon if you want the breakdown and insurances to over your family as well.
