Fine over here. Android 13 latest build and latest monzo.
Weird.
I thought it might be my private DNS setting (I use NextDNS for ad blocking etc, sometimes it blocks legit things too), so I went to check, but it turned out I had left the setting deactivated from earlier today.
I enabled NextDNS again and Monzo immediately sprang to life.
I am guessing it was a DNS issue with BT’s DNS servers.
