Ok, I think I see what you mean. I guess I’m just writing from the POV of someone who’s been utterly broke in the past, to the point where it’d be difficult to write off cash if I were owed it. (Although would turn down cash “gifts” that came with strings attached, absolutely.)
I still think it’s a good idea, and if I’m approaching it from a “woman’s safety” angle, it’s only because that’s my perspective in life.
Having done internet moderation for many years now, I’ve unfortunately seen the lengths people will go to in order to get a message to another person who doesn’t want to speak to them. From creating multiple accounts across networks, using Twilio-like services that allow semi-anonymous automated bulk messaging over different methods, abusing anonymous question boxes on Tumblr/Curiouscat/etc, manipulating friends to pass things on and even paying serious money to have a video message produced using a service such as Fiverr.
While there can be changes to the product to make the simpler drive-by abuse more difficult, nothing short of a comprehensive suite of blocking features, one-time links and such will stop someone (or a group of people) determined to be abusive in sending messages.
