I came across one Edeka plus, bizarrely, a food outlet in the international part of Hamburg airport which only accepted German cards. Other than those, no issues anywhere and I very rarely needed cash.

That’s often a business decision taken by the company (or even individual shops), rather than bank policy. I’ve had this numerous times, and I don’t think no longer issuing Maestro/EC cards/Vpay will do anything to solve it. Foreigners are dodgy and financially unreliable to many small businesses
