I would assume Wirecard, who as far as I’m aware manage parts of the prepay card system Monzo have now. Wirecard are the ones with the eMoney licence.
Once Monzo have their full licence transitioning to there own services and systems can be done fully.
On Monzo stories on Instagram @daniel said, when asked how successful Monzo have been combating fraud:
“In June we processed £5million in top ups and lost £40k to fraud. In December we processed £21million in top ups and lost £360”.

In the interest of full disclosure, December was an abnormally good month but typical losses from fraudulent top ups are now around £1k a month.
