This is how nearly all of China has operated for over 5 years via the WeChat app, which along with being a messenger service, also functions as a bank, to hail taxis, splits meals, and sends red packets.
All good ideas, I would be happy to see this functionality added.
Providing retailers with an account number and a simplified app so they can type the amount and it generates a temporary QR would definitely add value to both sides.
