Of course an ATM transaction can be charged back. In the case of magstripe fraud, chargeback rights apply if the EMV fraud liability shift for ATMs has passed in the country where the fraud occurred (which it has world wide now).
You can ask the support to enable it for longer - I did it and had it enabled for 30 days because almost all ATMs and shops use magstripe
What country is left where almost all shops use magstripe? The US was the last one I was aware of. Maybe Israel or South Korea?
