I’ve not read the original documents from the regulator, but what I imagine they’re trying to do is make sure that banks have processes in place to manage downtime. So they won’t be looking to fix things post event by publishing this (like folk say, that won’t help when the stuff hits the fan) but by ensuring that banks are thinking about it beforehand. I suspect that the two day figure is just something that the papers have hooked onto…
