Think so, yes, as long as they’ve enabled Payments with Friends (and assuming they’re in your phone contacts)

What Will said, the list relies on your phone contacts or where money has been previously sent.

I have @Peter_R in my list because we tested something, but I definitely don’t have him in my contacts.
