I think the problem is, PINs can only be written with the Chip
It can be done. The PIN is just and electronic security ‘stamp’. It would only require contact via a signal to be changed. That signal can be obtained via the app and then confirmed via the app also. It’s actually quite simple.
I’ve never heard of NFC being able to interact with a chip. I don’t think NFC would have the power to write to a chip.
NFC works with the chip. The wires around the card just connect to the chip to power the chip and allow the antennas to exchange information.
Don’t see why it couldn’t be used to set a PIN.

Keep in mind that the contactless interface is slightly more limited than the contact interface in what the Mastercard EMV application allows you to do.

According to this help article you can set new pins in the app. Not sure if I’m missing something or if it’s an error in the article?
NFC does this all the time on Closed Loop systems like Oyster
