I guess it’s cost vs convenience.
Acceptance should be universal given the PASS mark, but I guess you’re right. Unless staff are trained well, they won’t know that they should be looking for it.

Whilst true, I often found it was more of a hassle to get my provisional license accepted as ID even though it’s perfectly valid as you say

Barclays will personalise your bank cards although you don’t have to have a picture of yourself; I have a very nice photo of 2 of my grandchildren on my debit card but there’s nothing to stop me changing it again and getting one with a photo of myself on it.
I had this with Citibank twenty years ago
While we are at it perhaps an I.C.E. phone number as well?
