Just returned from Cambodia November 2019. In Phnom Penh, MB Bank now no longer accept Mastercard, only Visa. We were not able to find any other free ATMs. We managed to find some reasonable rates for GBP to USD cash conversion at moneychangers, and the overall rates were generally slightly better than using the fee charging ATMs.
