Is the joint account "dual signatory"?

I’m trying to update my council tax to use my Joint Account, but noticed this section on the council’s website:

Is this the case for the Monzo Joint Account?

I don’t believe so.

I pay my council tax with the JA and I’ve never had to do this.

Nope it’s either to sign.
We have set up quite a few direct debits in individual names providing JA details.
