My boyfriend is signed up with monzo on the app and has an account but because the “chat with us” window is active I have no way of signing out or going to settings and I want to join with monzo and have myself an account. Can two people, also, be signed up to the app?

You can only sign in one person at a time. It would be best for you to use your own device.
On one phone? Not at the same time. If you have your own phone and app, then you can sign up.
You can’t use the same phone, otherwise you’d be constantly logging in/out all the time, use your own phone
