How old are your devices? I think it could be down to device age too. My iPad is iPad Air 5th Gen from 2023.
The watch is a series 9 and also doesn’t show if I go through the link above but is shown to be eligible if I do from my phone settings.

I just spoke to Apple, and they confirmed the following points:
You do indeed need at least one main device that’s either still within its initial 60 day AppleCare sign-up window, or have an existing plan. Main devices are defined as iPhone, MacBook or iPad.
As a user with zero currently qualifying devices, if I later buy a new main device, that can be used as an entry point to start the AppleCare One subscription and loop in all the other devices providing they are no more than 4 years old.
So for most people their next eligibility window will be whenever their next phone upgrade occurs.
My iPad is less than 4 years. Let me chat with them.

I have had a call back from Apple Support about my iPad.
They made me subscribe to Apple care one, but iPad could still not be added, escalated issue.
They came back saying iPad cannot be added due to manufacturing age, not age from purchase.
Also while checking, my iPad Magic Keyboard that I bought at same time with the iPad showed as “Purchased from ineligible region”. This only reminded me the issues I faced previously when I was claiming on the Apple Pencil (also bought at same time with iPad) where they were saying there was a region mismatch until I sent them my Apple Store UK online purchase receipts.
So they have ended up having to cancel my existing Mac cover, then the Apple care one that didn’t work out.
They said I will get a refund for both to my original payment methods, and will be able to add by Mac in 2-3 days and will have up to 45 days to do so.
